Construction coordinator — a short definition
A construction coordinator (in Polish: inwestor zastępczy) is a professional who takes full operational control of a build on the investor’s behalf. They manage contractors, materials, the schedule and inspections — so that the investor keeps full control of the project without having to be on site every day. In Poland this model is described by the PN-ISO 6707-2:2000 standard, although the Construction Law does not define the role directly.
How does a construction coordinator differ from a site manager and a general contractor?
These are three completely different roles, even though they are often confused in practice. Below are the key differences in scope, cost and liability.
Site manager
A statutory role required by Article 42 of the Construction Law. The site manager keeps the construction logbook and is responsible for compliance with the design and regulations. In Warsaw the cost is a flat fee of PLN 5,000–8,000 for a single-family house. This is the formal minimum — a site manager does NOT manage contractors, negotiate materials or control the budget.
General contractor (GC)
A company that builds the house turn-key. A single point of contact, but the GC has its own margin, its own subcontractors and limited transparency. There is a conflict of interest: the GC both builds and judges the quality of its own work. Cost: typically 15–20% of the investment value on top of direct construction costs.
Construction coordinator (CC)
An independent professional acting on behalf of the investor. They run tenders, negotiate, control quality and account for materials. They have no construction crew of their own — a guarantee that there is no conflict of interest. Cost: at KoordynatorBudowy.pl, PLN 50,000–70,000 net for full coordination to the open shell stage, with later stages around 5% of the investment value.
When does hiring a construction coordinator really pay off?
From our experience there are four situations in which a construction coordinator genuinely pays for itself, both financially and emotionally:
- You do not have time for daily site visits (work, children, commuting from another city)
- You are not familiar with construction and worry that contractors will take advantage of you — cutting quality or inflating prices
- You live far from the site (for example, you are building a house near Warsaw while living in another city or abroad)
- You value predictability and transparency — you want to know that the budget and schedule are in professional hands
A construction coordinator is NOT for you if you work in construction yourself and like to control every detail — in that case it will be cheaper to hire only a site manager.
What exactly does a construction coordinator do?
The scope covers the full investment cycle, from design analysis to final inspections:
- Reviewing the working design and catching errors before construction starts
- Running contractor tenders (usually 3–5 firms for each stage)
- Negotiating material prices with wholesalers (10–15% cheaper than a retail client)
- A construction schedule with time buffers and milestones
- Site visits 2–5 times a week during intensive phases
- Quality control of each stage and formal acceptance inspections
- Settlements with contractors and transparent material accounting
- Coordinating trades: electrical, plumbing, ventilation, renewables
- Live monitoring via an IP camera — 24/7 view from a mobile app
How much does a construction coordinator cost in Warsaw in 2026?
The Warsaw market is very fragmented and most firms do not publish price lists. Of 12 firms surveyed, only two disclose rates online. Based on our observations, 2026 prices in the Warsaw area look as follows:
- Site manager (function only): flat PLN 5,000–8,000 for a house up to 300 m²
- Investor’s supervision inspector: PLN 700 per visit or packages of PLN 1,800–3,500
- Construction coordinator — open shell stage: PLN 50,000–70,000 net (KoordynatorBudowy.pl)
- Construction coordinator — later stages: about 5% of the investment value
- General contractor: 15–20% of the investment value as margin
For a 140 m² single-family house with a budget of PLN 1.2 million:
- General contractor: ~PLN 180,000–240,000 in margin
- Construction coordinator (full cycle): ~PLN 60,000–80,000 for the shell + about PLN 60,000 for later stages = ~PLN 120,000–140,000
- Site manager only: ~PLN 6,000 — but no protection of budget or quality
A construction coordinator usually pays for itself: savings on materials and contractor negotiations cover the fee, while the investor gains predictability and quality.
Electronic construction logbook (EDB) — 2026 status
The Electronic Construction Logbook (EDB) has been available in Poland since 2023 on the GUNB e-budownictwo portal. Investors can currently choose between a paper logbook and EDB. A transition period runs through the end of 2029 — from 2030, all new projects that require a site manager must use EDB exclusively. Using EDB requires the site manager and supervision inspector to hold a trusted profile or e-ID.

Does a construction coordinator replace me legally?
No. The investor remains a party to the building permit and the owner of the property. The construction coordinator acts under a power of attorney for technical and organisational matters — choosing contractors, negotiating, controlling quality — but all strategic decisions stay with the investor.
